Prince Guillaume (Hereditary Grand Duke) with Grand Duke Henri

The Luxembourg Transition of Power came in two steps. In October 2024, Grand Duke Henri made his son, Prince Guillaume, Lieutenant-Representative. After a year, Grand Duke Henri will abdicate. 

Abdication (Oct 3rd, 2025)

Grand Duke Henri of Luxembourg announced on during his Christmas Eve Address that he is abdicating in favor of his son/heir Prince Guillaume. 

 Lieutenancy (Oct 2024-Oct 2025)

Grand Duke Henri of Luxembourg announced on National Day (June 23rd, 2024), that he is appointing his son/heir Prince Guillaume as Lieutenant-Representative in October. This is the intermediate step in a regime change. 

Article 42 of Luxembourg Constitution

The Grand Duke may have Himself represented by a Prince of the blood, who shall bear the title of Lieutenant of the Grand Duke and who [shall] reside in the Grand Duchy.

This representative shall take an oath to observe the Constitution before exercising his powers.

Grand Duke Henri is NOT Abdicating at this point (but probably will in a few years). By appointing Prince Guillaume as Lieutenant-Representative Grand Duke Henri is able to pass certain powers and duties to his son. But Grand Duke Henri will remain Monarch/Head of State. 

The announcement was made during Grand Duke Henri's Speech at the annual National Day Ceremony at Luxembourg Philharmonie

"In this context, I want to, with the Grand Duchess, Prince Guillaume and Princess Stéphanie, to inform you that I have decided this October to transfer the lieutenancy to Prince Guillaume."
